For essential decrease in consumption of tobacco in Russia the excise should make to 40-48 roubles from a pack

The State Duma in the third reading has supported amendments to the Tax Code. According to the bill the specific rate of the excise on cigarettes with the filter will grow on 30 %, and on cigarettes without the filter will increase by all of 50 %.

It is expected that it will increase receipts in the state budget of 2010 on 15 billion roubles. Thus such increase in the excise coincides with interests of the largest tobacco companies. After all they are interested in keeping the prices for cigarettes accessible to the mass buyer. Increase in the excise rate at the percent specified above удорожает a pack of cigarettes only on 1,5 roubles. The situation with smoking and remains former. Cheap cigarettes provoke children's smoking on which Russia and without that is in the lead among other countries of the world. If such increase in the tax occurs for the next three years, the tobacco use in a society will decrease well notable rates: 10-15 % a year. Besides for three years cost of a pack of cigarettes gradually would come to the Central European prices.

High rates of excises guarantee receipt in the budget in addition more than 100 billion roubles in 2010 even under condition of falling of demand for tobacco products. By 2012 this sum can reach 320 billion roubles a year.
